The Public Services Commission has appointed Mrs. Lilian Baeka as the new Chief Director of the Greater Accra Regional Coordinating Council. Mrs. Baeka takes over from Ms. Felicia Dapaah.
With an illustrious career in the Office of the Head of the Local Government Service, Mrs. Baeka held the position of Director of the Management and Technical Services Directorate (MTSD) where she was in-charge of the Local Government performance management system, technical services, and organizational development. Her invaluable experience extends to her tenure as a Municipal Development Planning Officer in both the New Juaben and Tema Municipal Assemblies.
Mrs. Baeka’s educational background is equally impressive. She holds a Master of Science Degree in Economics from Donetsk State University in Ukraine, further complemented by a Master of Arts in Urban Management from the renowned Institute of Housing and Development Studies (IHS) at Erasmus University, Rotterdam in The Netherlands. In addition, she completed her legal education at the Ghana Institute of Management and Public Administration (GIMPA) where she obtained a Bachelor of Law Degree (LL. B), followed by her Barrister at Law (BL) certificate from the Ghana School of Law, qualifying her as a Lawyer and Solicitor of the Supreme Court of Ghana. Mrs. Baeka also possesses a certificate in Alternative Dispute Resolution (ADR) from the Institute of Paralegal Training and Leadership Studies (IPLS).
As a distinguished professional, Mrs. Baeka is an active member of the Ghana Institute of Planners (GIP), the Ghana Bar Association (GBA), and ADR Practitioners of Ghana. Her involvement in numerous Donor Funded Projects, collaborating with institutions such as the World Bank and the European Union, showcases her expertise in project management, administration, and monitoring and evaluation. Mrs. Baeka has also undergone extensive national and international training, further enhancing her skills and knowledge in various disciplines.
