The Regional Co-ordinating Director (Mrs Lilian Baeka) welcomed members to the meeting and stated that the RPCU drives the RCC, therefore is mandated to organise quarterly meetings.
The main purpose of the meeting was to discuss the RCC Core Regional Indicators by Departments in the 2022-2025 Medium Term Development Plan(MTDP) and submission of third quarter progress report.
She introduced the new Health Director Dr, Owusu Sarpong, deputy director Emmanuel Taadi and the Information Service Department Ms. Nana Yaa Agyapong to members.
She also indicated that the Budget preparation is on-going within the region. She also gave the Regional Economic Planning Officer the opportunity to educate members on the Local Governance Act 936 section 190 which talks about the planning functions of the Regional Planning Coordinating Unit(RPCU).
Planning functions of Regional Planning Co-ordinating Unit 190. (1) A Regional Planning Co-ordinating Unit shall be established to perform the planning functions of a Regional Co-ordinating Council. (2) A Regional Planning Co-ordinating Unit shall comprise the Heads of Regional Departments. (3) The Regional Planning Co-ordinating Unit shall (a) advise the Regional Co-ordinating Council on (i) the co-ordination, monitoring and evaluation of district development plans; and (ii) matters related to development planning in the region, including spatial and sectoral policies; and (b) provide a secretariat for the Regional Co-ordinating Council to perform its planning functions. (4) The Regional Planning Officer shall be the convenor of the Regional Planning Co-ordinating Unit.
REPO mentioned that a draft of the RCC 2022-2025 MTDP has been submitted to NDPC and awaiting feedback. She also stressed that NDPC is now focusing on Outcome Indicators but not Output Indicators. Outcome Indicators may be difficult for some departments at the RCC but implementing departments like Agric and Health may not struggle with that indicator.
Heads of Departments are adviced to focus on the activities of their Annual Action Plans. Monitoring and Evaluation and Technical Backstopping should feature more in their reports since they do that for the MMDAs.
